As a reminder, no vehicles may be parked on the TMC property streets between the hours of 1:00 a.m. and 6:00 a.m. (early morning hours) seven days a week without a safelist. Parking is enforced in Talega by Patrol One. You can contact them directly at (949) 367-8055 or www.patrol-one.com to safelist a vehicle for up to 14 nights within a 30-day period.
-You must create a safelisting profile at www.patrol-one.com for your address to receive a temporary safelist for yourself or visitor/guest. Their license plate will act as their permit to park overnight after they receive their safelist confirmation number (and only for the dates selected).

Be sure to place the confirmation number on the windshield from the inside of the vehicle.

NEW SAFELISTING RULES
TMC has worked with Patrol-One to allow Safelisting by Homeowner’s Address for overnight visitor/guest parking.
- You must create a Safelisting profile at www.patrol-one.com for your address to receive a Temporary Safelist for your visitor/guest. Their license plate will act as their permit to park overnight after they receive their Safelist confirmation number (and only for the dates selected).

Each home in Talega was designed with a minimum of a two car garage. The purpose of the garage(s) is to provide space to park vehicles owned by the homeowner, and is designed as the primary parking area. Additionally, homes within Talega that have driveways are designed to accommodate the parking of at least two or three additional authorized vehicles and are designated as a secondary parking area.
These primary and secondary parking areas (garage and driveway) are designated resident parking areas. All authorized vehicles owned or controlled by a resident must be parked in these areas, unless a homeowner is granted a safelisting as hereinafter set forth. The following information details the Talega Maintenance Corporation (TMC) Parking Rules, Regulations & Policies. The policy should be read in its entirety, however, the general philosophy of the policy is:
- Parking is not allowed on the streets at night between the hours of 1:00 a.m. and 6:00 a.m. There may be exceptions to this rule for visitors and under special circumstances as determined by a representative of TMC on a case-by-case basis.
- The policy calls for towing of vehicles repeatedly parked in violation of the rules.
Resident Vehicles (vehicles owned by, operated by or within the control of a resident of a Lot or Condominium in the Properties) shall not be parked on the TMC Property streets between the hours of 1:00 A.M. and 6:00 A.M. (nighttime hours) unless the Resident Vehicle has been placed on the Annual Safelist and follows the parking conditions detailed listed above. To Safelist a vehicle, you will need to provide Patrol One with the License Plate Number, Make/Model, and Color of the Vehicle and the Street Address.
Vehicles not owned by, operated by or within the control of a resident of a Lot or Condominium in the Properties (hereinafter, “Visitor Vehicles”) may only be parked on the TMC Property streets between the hours of 1:00 A.M. and 6:00 A.M. (nighttime hours) if the Visitor Vehicle has been placed on the Temporary Safelist by the Resident or through a representative of TMC. You may only Safelist a vehicle for 7 days in a 30-day window. To Safelist a vehicle, you will need to provide Patrol One with the License Plate Number, Make/Model, and Color of the Vehicle and the Street Address. Visitor Vehicles must also follow the General Parking Conditions listed above.
A resident may arrange for a temporary safelist of a Visitor Vehicle by contacting the TMC patrol service directly. The temporary safelist may not exceed fourteen (14) nights in a 30-day period. If a Visitor Vehicle needs to be safelisted longer than fourteen (14) nights in a 30-day period, a representative of the Talega Maintenance Corporation must authorize this with the patrol service.
If extenuating circumstances exist and if a Temporary Safelist has been approved, the following guidelines detail the circumstances and timelines for extended temporary safelisting within the Talega community. The maximum guideline will be used only in very extenuating circumstances.

A resident in good standing may apply to be placed on the Annual Safelist to allow for street parking of a Resident Vehicle by submitting an application to the Talega Maintenance Corporation. Approval of an Annual Safelist application is discretionary and is determined on a case-by-case basis. Regardless, if an Annual Safelist application is approved said approval may be revoked at any time due to changed circumstances and upon written notice to the holder of said approved safelist application. An approved Annual Safelist application may be reviewed at the request of the TMC Board and/or the Enforcement Committee at any time upon written notice to the holder of the approved application.
Management will only allow street parking for those residents requesting an ANNUAL SAFELISTING who can show more authorized vehicles than parking spaces. Should it come to the attention of management that there is enough room to park any additional vehicles in either the garage or driveway, the resident will be contacted and a demand made that they use all of their available parking spaces before parking on the street. If it is determined that there is ample space to park all vehicle in the garage and/or driveway, any previously issued ANNUAL SAFELISTING will be revoked.
Prior to parking on the street, all residents are to use their garage and driveway spaces to the fullest extent possible during the time that their authorized vehicles are listed on the ANNUAL SAFELIST. SAFELIST vehicles are to be parked in accordance with General Parking Conditions D.2.
Talega Maintenance Corporation has hired a patrol service to patrol the Corporation Property streets for violations of these street parking rules. Vehicles parked on the streets in violation of these rules will be treated as follows:
- First through Fourth Violations in a Calendar Year: Written Warning Notice (a ticket)
- Fifth Violation in a Calendar Year and all Subsequent Violations: Vehicle Towed
Notwithstanding the above, a vehicle is subject to immediate tow without warning if it is parked:
(A) within fifteen (15) feet of a fire hydrant
(B) in a designated marked red zone
(C) within a designated posted fire lane sign zone
(D) in a manner that interferes with any entrance to or exit from the Properties or any Lot or Condominium in the Properties.

Prohibited Vehicles are defined in the CC&Rs (e.g., motorhomes, travel trailers, camper vans, boats, commercial vehicles and limousines or other similar vehicles) and may only be temporarily parked on the TMC Corporation Property streets for brief periods (not to exceed 24 hours) in connection with loading or unloading of the Prohibited Vehicle.
Prohibited Vehicles may only be temporarily parked on private lots or driveways for brief periods (not to exceed 24 hours) in connection with loading or unloading of the Prohibited Vehicle. Violations of this rule will be subject to fines in accordance with the TMC Enforcement Procedure. The use of unlicensed golf carts are prohibited at all times on private and public sidewalks and/or streets within the Talega community.
Garages should be maintained to accommodate the number of vehicles for which they were designed and are not to be used for other purposes (e.g. playrooms, workshops, home gyms, living quarters, watercraft, off-road vehicle storage, home office, etc.). Garage doors should typically be open for ingress and egress and should not be left open for extended periods of time. Violations of these rules will be subject to fines in accordance with the TMC Enforcement Procedure.
Commercial Vehicles are vehicles, other than standard passenger vehicles or pickup trucks with a manufacturer’s rating or payload capacity of one ton or less, that are used in a trade or business or are of a type that is typically used in a trade or business. Notwithstanding the foregoing, any vehicle that has been modified for use in a trade or business (e.g., by the addition of ladder racks, extensive advertising or signage, equipment racks, large storage compartments or other equipment) are Commercial Vehicles for the purposes of these rules. Allowable exclusion: A Commercial vehicle may be kept at the property providing the vehicle, when not in use, is parked within the property garage and not occupying more than one garage parking space. Otherwise, the vehicle may not be kept at the property and must be parked outside the community.
The residential streets in Talega are PRIVATE. The Public Streets in the Talega area include: Avenida Talega, Avenida Vista Hermosa, Avenida Pico, Calle Altea, Calle Saluda, Camino La Pedriza, Via Suerte, portions of Calle Campanero, Christianitos Road and Calle Christianitos, a portion of Camino Tierra Grande to the Tierra Grande City Park, and Liberty to Liberty City Park. Parking on public streets: Per the City of San Clemente, Commercial Vehicles, per Section 10.04.010 of the Municipal Code, shall not be parked on a City street or alley for over two (2) hours between the hours of 5:00 A.M. and midnight. Parking on any City street or ally is prohibited between the hours of midnight and 5 a.m. No vehicle with an attached trailer, as defined in the California Vehicle Code Section 630, shall remain parked on a City street or alley for over five hours. The parking of any trailer which is not attached to a vehicle on any City street or alley is prohibited.
